Sunderland would be allowed to sign the right-back despite the transfer window being closed as he is a free agent.
Sam Allardyce has space in his squad, which already includes right-backs Billy Jones and DeAndre Yedlin.
Eboue had previously stated he liked to one day return to Arsenal where he is seen as a cult figure but that dream may be a little ambitious.
